The project develops a joint strategy and enhances the cooperation of the two countries in the field of protection of environment through the water management. The similar duties on water management are the common ground and the first step for the development of cross border cooperation. Having this in advance, the project is based on different pieces of a wider puzzle that creates a protective umbrella above water resources; these pieces are distinct actions that can hardly implemented by only one participant. There is the need of a collaboration scheme of institutions with similar needs and duties that face similar challenges in different aspects of water management. This strategy cannon unfold in other level (national/regional/local) since synergies between partners are not usually preferred.
